ANSONIA EXPECTS TO BUILD CLEAN-RUNNING ELECTRIC POWER PLANTS PROVIDING EFFICIENT LOCAL POWER SUPPLY AT REDUCED COST FOR LOCAL USERS
New State Law Gives Municipalities Option to
Regional Power Grid
Ansonia, CONN. (June 19, 2007) – The City of Ansonia today announced that it is poised to become the first Connecticut municipality to take advantage of a new state law allowing cities and towns to build dedicated, intra-city micro power grids to control local energy costs, reduce greenhouse gases and pollution, and guard against power outages.
Mayor James T. Della Volpe says that instead of relying solely on large nuclear, oil and coal-burning power plants, a portion of Ansonia’s electricity needs will be met by a cluster of newly built, small, environmentally-friendly power plants cited in a special Energy Improvement District (EID). The power generated there – all of it from clean running sources like natural gas-powered fuel cells or trigeneration and from solar or wind power – will provide low cost, reliable electric power that will serve as a catalyst for continuing Ansonia’s economic revitalization.
Speaking at a press conference attended by area state lawmakers who passed the bill, Della Volpe said allowing local businesses to band together, using tax-free low cost financing to share in the expense of building local power generators, the community can make use of optimal, on site, clean and efficient power technology, while improving the reliability and quality of the power flowing into city businesses and institutions.
“This modern form of power generation will help us continue the economic progress being made in Ansonia by lowering the cost of energy for our employers, increasing jobs, and bringing local control over our energy consumption and away from obsolete and inefficient old power plants,” Della Volpe said.
The Mayor said EIDs have other important benefits such as making the Ansonia community attractive to businesses and employers that want to be “green” corporate citizens. Relieving stress on the state’s aging power grid is another primary benefit, Della Volpe added.
Next month, the Ansonia Board of Aldermen is expected to enact an ordinance proposed by Della Volpe that would establish an Energy improvement District now allowed under state law. Once power generators, and the local micro-power grid are constructed in the EID, local officials will be able to adjust the balance between the local and the existing regional grid. When the price of electricity offered by the regional grid is low, the Ansonia micro-grid can purchase it. Whenever regional grid prices rise, or in the event of regional and local power outages, the local micro-grid can meet more of the City's power needs.
“Ensuring uninterrupted power to critical computers, communications infrastructure, and control systems that drive so many of today's local buildings, office and industrial parks, hospitals, university campuses and other facilities is a very significant economic benefit,” said Guy Warner, president of Washington, D.C.-based Pareto Energy which has been selected to begin planning the Ansonia EID. “Ansonia is in the forefront of several Connecticut cities, colleges and hospitals that are acting out of concern over rising energy costs, deteriorating power reliability and quality, and increased environmental awareness about climate change and global warming.”
Pareto has previously worked with Ansonia officials to save tens of thousands of dollars in municipal energy costs.
Also attending the press conference and speaking in support of an Ansonia EID were State Senator Joe Crisco and State Representative Linda Gentile. Della Volpe credited them, and State Representative Len Greene, for their strong support for the new state energy legislation.
The new state law specifically authorizes municipalities to create a local board to manage the energy districts. The law then requires the board – in Ansonia, assisted by Pareto Energy – to prepare a plan for developing and financing the construction of small generation power plants to run on clean technologies.
