Pareto Energy Management

Guy Warner is the founder and CEO of Pareto Energy. Trained as a financial economist, Mr. Warner worked for 7 years with the Washington National Tax Service of Price Waterhouse, before founding his own company in 1990.

Mr. Warner has worked on more than 100 energy and financial planning engagements and provided financial and strategic planning advice to a number of electric and gas utilities in the United States, Europe and South America. He has served as an economic and energy expert before federal courts and state public utility commissions.

Since 1995, Mr. Warner has concentrated his work on developing new energy efficiency, renewable energy and on-site power projects. He has worked on more than twenty-five such projects in North, Central and South America.

Shalom Flank, PhD., Chief Technology Officer, manages all technical and engineering aspects of Pareto's projects. He also oversees Pareto's Engineering Partnership Program to pre-qualify engineering firms for project implementation. Dr. Flank was trained at MIT, where he studied energy engineering, economics, and policy. His research there emphasized public understandings of the risks and rewards of different sources of energy. He has given presentations at national conferences and the MIT Energy Lab on these issues, including public education.

Dr. Flank has been a frequent advisor to commercial companies and public agencies on energy technologies, for example as an Associate with the Distributed Energy Financial Group or helping the National Science Foundation assess the commercial viability of new photovoltaic and fuel cell technologies. As a business consultant, Dr. Flank has worked with cutting-edge companies commercializing clean energy and energy efficiency technologies, such as a leading solar technology company which is winning some of the largest solar utility contracts ever awarded. He has served as a program manager at the Defense Advanced Projects Agency (DARPA) and as a staff member at Lawrence Livermore National Laboratory and the U.S. House of Representatives, and has held appointments at Harvard and MIT.

John T. Tyler (Tim) is a founding partner and Director of Pareto Energy, Ltd. He also serves as the Chief Operating Officer. He handles Pareto's port-related projects in the United States and in Europe, introducing “local power” concepts into the planning and implementation of Port expansion projects, including digital age economic development in Port areas. These projects include on-site power to address Homeland Security issues, maritime infrastructure Real Estate Investment Trusts (REITs) to address financial requirements for capital improvements, and cold-ironing to achieve immediate and dramatic emissions reductions. Mr. Tyler is also involved in introducing Pareto Energy’s EID concepts to the Pacific Northwest and the United Kingdom.

Prior to helping found Pareto Energy and other high-tech start-ups, he spent over twenty years with the US Government as a senior executive. He served on a White House Task Force and with the US Mission to NATO in Brussels in the senior defense planning position; developed unique business structures for extremely large weapons systems sales; and had the lead on multi-billion dollar debt restructurings for Turkey, Jordan, Israel, Honduras and other countries. Mr. Tyler is on the Advisory Board of Noxilizer, a company developing innovative techniques for the sterilization of medical instruments at ambient temperatures with applications related to modern implant sterilization and, in its portable mode, for battlefield or ‘first responder’ uses and 3rd World applications that may help in reducing the threat of HIV/AIDS. Mr. Tyler is a graduate of Yale University.

Judith Burrell joined Pareto Energy in the fall of 2005 as Executive Vice President and brings a wide breadth of federal and local government service as well as Fortune 500 marketing know how. Ms. Burrell has more than 25 years of participation on public and private sector management teams providing Pareto with valuable project management and leadership expertise.

She most recently worked for ACS Government Solutions as the chief marketing officer for its transportation business. In addition, she served in senior management roles for two major Washington area trade associations: The United States Conference of Mayors, where she was Assistant Executive Director for energy, environment, transportation and communications; and the Newspaper Association of America, where she was Senior Vice President for communications and diversity. Ms. Burrell contributed to several major victories for cities, including her work on landmark laws such as ISTEA and the Clean Air Act. And she led the 2003 Russian American Media Entrepreneurship Dialogue for US publishers, a project initiated by the White House. Her communications and political strategy skills were further honed by executive roles in former President Bill Clinton’s Administration and former New York City Mayor Ed Koch’s office. Judith is a graduate of Brown University and the Columbia University Graduate School of Journalism.

Michael Scorrano is Vice President, Business Development for Pareto Energy, focused on opportunities in the eastern United States and on Pareto's Municipal Aggregation program [link: /solutions/aggregation.htm]. Previously Mr. Scorrano was Director, Business Development for Con Edison Solutions (an energy procurement and energy management services subsidiary of Consolidated Edison, Inc. with revenues of over $500 million annually), where he was responsible for the development of both supply and demand side energy solutions especially those in NYC targeted zones for commercial and institutional customers.

Prior to joining ConEdison Solutions in 2001, Mr. Scorrano was a Business Development Manager with Trigen Energy Corporation developing on-site energy projects for both industrial and commercial customers throughout the US and Canada. From 1996 to 1998, Mr. Scorrano worked as an Asset Manager monitoring the financial and operating performance of Trigen’s existing assets in addition to leading due-diligence activities for the development/acquisition of various energy assets. Mr. Scorrano holds a degree in Mechanical Engineering from the University of Central Florida, an MBA in Finance from Pace University and is a registered New York State Professional Engineer (PE).

Rick DiIoia is the Regional Business Development manager for the Mid-Atlantic region.

Raymond Kaiser is the Regional Business Development manager for the Southeast region.

Pareto Partners & Associates

Rodney Slater is a former Secretary of Transportation and a partner in Patton Boggs, the Washington, DC, law firm. He and selected Patton Boggs partners are working with Pareto Energy on several initiatives.

Mr. Slater helps state and local government clients address the vexing challenge of closing the gap between transportation demand and capacity by employing public/private strategies and innovative financing solutions. Mr. Slater's practice focuses on many of the policy and transportation objectives that were set under his leadership, including environmentally sound energy infrastructure, aviation competition and congestion mitigation, maritime initiatives, high-speed rail corridor development, and overall transportation safety and funding. He continues to embrace the framework he established as secretary for making transportation decisions that called for more open, collaborative and flexible decision making across the transportation enterprise here and abroad.

Previous to his tenure as transportation secretary, Mr. Slater served as director of the Federal Highway Administration, where—as the agency’s first African-American Administrator in its century-long history—he oversaw the development of an innovative financing program that resulted in hundreds of transportation projects being completed two to three years ahead of schedule with greater cost efficiencies.

Frederick Fucci manages the legal aspects of Pareto Energy projects. Mr. Fucci is a partner with the law firm of Arnold & Porter in New York, NY and has been retained by Pareto Energy on a wide range of energy savings and reliability projects.

Mr. Fucci specializes in the development and financing of infrastructure projects including independent power production, energy performance contracting, distributed generation and construction law. In the 1990’s, he served as project counsel for the project financing of the 1200 MW Jorf Lasfar, Morocco thermal power plant and for the development and financing of independent power projects in Mexico, Brazil and other emerging countries. Mr. Fucci has presented several papers on energy issues at the International Bar Association including one entitled “Distributed Generation in the U.S.”

Roderick Coy and Robert Strong, partners with Clark Hill, manage the legal aspects of Pareto Energy projects in Michigan. In the field of energy regulation, Mr. Coy has extensive experience representing and counseling large industrial users searching for energy options. Those potential options have included by-passes, creation of municipal utilities, merchant power plants, direct access and retail wheeling, special contract rates, co-generation and self-generation, and other measures designed to create alternatives to monopoly utility service and rates.

Mr. Strong has represented industrial clients in all areas of energy and utility law, including contracting, rate negotiation, ratemaking, environmental permitting, energy pricing and purchasing and civil litigation. He has developed cogeneration feasibility studies, negotiated electric interconnection agreements with utilities and negotiated special contracts. He has also represented clients in connection with their desire to replace investor-owned utilities with municipal utilities. Mr. Strong has negotiated power purchase agreements, special contracts with utilities for utility service and general contracts governed by the Uniform Commercial Code.

Christian JL Franceschi is the Managing Director of KITCO International Consultants, a British firm based in Surrey. Mr. Franceschi is successfully assisting Pareto in its business development efforts in Europe and the UK, particularly with the South London Development Authority.
